Orbit eTOG Listing Service: RFC-40 How to handle combining guys

Description: See T+02D3 and T+02D4. Do we consider T+02D3 to duplicate T+0093? How to handle?

Comments:

This seems like a symptom of having a massive table with no easy method of checking if something similar to the TOG already exists. Perhaps there should be some categorization with tags.
Actually I have a better idea, making a dedicated RFC to discuss.
