Description: Is this appropriate in general? Would double the number of TOGs. Consider a implicit encoding method for these, e.g. a "COMBINING TOG COMPLEMENT" !!closed!!

- I think including a negation in the assignee field (minus sign, single quote) is sufficient to tog them into the complement togspace
